The District Election Management Plan (DEMP) is a comprehensive document that sets the context of the upcoming Assembly General Elections. It provides a snapshot of the electoral landscape of Aizawl district, including political maps, important statistics, details of polling stations, among others elements. DEMPmeticulously outlinesthe planning intricacies essential for conducting Elections.The Aizawl district plan has been carefully developed with the help of thorough surveys, detailed data collection, and a comprehensive compilation of area-specific information.


The arrangement and functioning of polling stations are highlighted in the Polling Stations Plan. It details their locations, facilities, and accessibility measures. Special focus is given to ensuring that every voter, especially vulnerable ones, can access polling stations easily. The Manpower plan highlights the officers/officials required, their availability, and allocation. In addition, it addresses the formation of essential teams, such as those overseeing Election Expenditure Monitoring (EEM), and provides arrangements for security personnel. Security arrangements along with efficient communication strategies are outlined in the Force Deployment Plan ensuring a safe electoral environment.

The movement plan covers the logistical aspects of personnel and resource mobility. Routes, sector officer travel plans, vehicle requirements, and alternative transportation options are presented for efficient movement to District and RO headquarters. The Electronic Voting Machine (EVM) management plan ensures the secure storage and availability of necessary equipment, maintaining the sanctity of the voting process.

Strategies to encourage voter registration, turnout, ethical voting, and inclusion among all segments of the population are outlined in the SVEEP overview. Our objective is to foster a participatory democratic process. For this specific priority polling stations have been identified and targeted interventions have been started for each area. Our theme will be “Greater Participation, Stronger Democracy”. To implement this in true letter and spirit, this time we will make provision of home/doorstep voting for senior citizens above the age of 80 years and persons with disability (PWD).

As we present this District Election Management Plan for the Aizawl District, I express our profound appreciation to the Chief Electoral Officer (CEO) for his invaluable guidance. I also extend heartfelt gratitude to the Election Officer, Additional Deputy Commissioners, Returning Officers, EROs, AEROs, Section and Booth Level Officers for rendering their valuable services in preparation of this plan.This document signifies our collective commitment to democracy.
